One zoning bylaw to rule them all: read the final draft of the new Kingston Zoning Bylaw

After six years of public engagement and development, the final draft of the new Kingston Zoning Bylaw is ready. The final draft incorporates the zoning framework developed through the Central Kingston Growth Strategy (CKGS) and addresses all public feedback. An associated Official Plan amendment is also proposed to effectively implement the Kingston Zoning Bylaw and to implement the recommendations of the CKGS.

Staff have completed the final draft of these major policy documents and have posted them online for review by members of the public. Both projects will be presented at an open house on March 30 and will be the subject of a public meeting at Planning Committee on April 7.

“This is a major milestone, especially for the New Zoning Bylaw project, as it enters its final approval phase,” says Paige Agnew, Commissioner of Community Services for the City. “The final draft of the new Kingston Zoning Bylaw consolidates, modernizes and simplifies zoning rules across Kingston. Staff have been working tirelessly to update the City’s five existing, out of date zoning bylaws and harmonize them into one comprehensive, innovative policy document that is easier for residents, planners and developers to interpret.”

Next steps

Staff will present the final draft of the New Kingston Zoning Bylaw and the Official Plan amendment at Planning Committee on April 7 and will prepare a supplementary report that captures any minor changes that need to be made as a result of the final round of public feedback prior to Council’s final consideration.

If approved at Planning Committee, the document will then be presented at a special meeting of Council on April 26.

Attend an online open house to learn more

Staff will hold an online open house on March 30 for the final draft of the new Kingston Zoning Bylaw and the policy recommendations of the CKGS. Residents are invited and encouraged to bring their questions and learn more .

Once completed, the new city-wide Zoning Bylaw will help the City reach a number of its key priorities outlined in Kingston’s 2019-22 Strategic Plan.
